Access time is pretty slow and CPU utilization is pretty high...but the read/writes look very consistent.

You also need to install the burst patch for HD Tach so that you get an accurate reading.

Not really, but the fact that you don't have any big dips is a very good sign. The access time won't improve through tweaking and you might see it go down a bit by re-running HD Tach, but you can do several other things to help performance overall. Linked below is one such tip (if you're using XP and NTFS, but it's an example nonetheless).

when i was installing xp it would only have ntfs to format not fat32 so i had no choice. is it better than fat32

For XP, yes.

it's better in terms of security/encryptability, supports file sizes greater than 2GB and is supposed to have a greater degree of integrity (harder to corrupt).

FAT32 is faster, however.

But if you disable time stamp and the indexing service (most home users won't need it anyway), NTFS is also pretty fast.

it says indexing service makes it faster. so y would it be faster without it. i currently have it on.

Indexing Service aids in file searching and whatnot, so unless you're using your PC as a server I wouldn't use it.

Cant find the patch file, but near identical Performance...

I am still running it at ata100, but that wont help much...

Its NTFS for 30gb and the other 48 is FAT32

Partitioned 5 times.
