US working on 'secret Internet' for dissidents abroad

The US government intends to create a 'shadow Internet', which could be used by dissidents in other countries to complain about their governments. According to cables and planning documents seen by the New York Times, the government is working with the New America Foundation to develop a Wifi-based 'Internet in a suitcase'. The project also involves building independent mobile phone networks inside other countries.

The 'suitcase Internet' will use a mesh network to transform devices such as mobiles or personal computers to create an invisible wireless web without a centralised hub. Messages then could be sent directly between the modified wireless devices, each one acting as a mini mobile "tower" and phone to bypass official networks.

Secretary of state Hillary Clinton confirmed the project, saying:

"There is a historic opportunity to effect positive change, change America supports. So we're focused on helping them do that, on helping them talk to each other, to their communities, to their governments and to the world."
