Russia plans to disconnect from the Internet

Russian authorities and major internet providers are planning to disconnect the country from the internet as part of a planned experiment, Russian news agency RosBiznesKonsalting (RBK) reported last week. The experiment comes as lawmakers there assess the Digital Economy National Program, draft legislation that was submitted to Russia's parliament last year, according to the RBK.

The bill would require Internet providers to make sure they can operate if foreign countries attempt to isolate the Runet, or Russian Internet. It was introduced after the White House published its 2018 National Security Strategy, which attributed cyberattacks on the United States to Russia, China, Iran and North Korea.

The test run could be useful to the country for a few reasons. Primarily, Russia aims to simulate the drastic measures it would take in the case of some kind of cyber threat to its national security. But for a country notorious for its restrictive environment for individual and press freedom, the test may also be a useful way to see how the country could wield a more closely held internet to control its own people and guard against foreign interests.

A country-wide test like this has never been done before, so Russian telecoms are eager to see what will happen. It's not clear if this test will disrupt internet connectivity inside Russia or not but all internet providers have agreed to participate.
