Congress introduces bill to end NSA bulk data collection

Two years after Edward Snowden unveiled the most controversial surveillance program of the NSA, a group of U.S. lawmakers have introduced the "USA Freedom Act" with aim to end the National Security Agency's bulk collection of telephone records.

According to its sponsors, the bill is a balanced approach that would ensure both the NSA's ability to obtain the data it needs to detect terrorist plots and Americans' right to privacy.

"If enacted, our bill will be the most significant reform to government surveillance authorities since the USA Patriot Act was passed nearly 14 years ago," Senate Judiciary Committee Ranking Member Patrick Leahy said in a statement. "Our bill will definitively end the NSA's bulk collection under Section 215."

However, there are still people who don't believe the bill would stop the surveillance:

"The bill does not go nearly far enough," said Jameel Jaffer, ACLU deputy legal director, arguing that the bill would only make "incremental" improvements. "The disclosures of the last two years make clear that we need wholesale reform. Congress should let Section 215 sunset as it's scheduled to, and then it should turn to reforming the other surveillance authorities that have been used to justify bulk collection," said Jaffer.
