Cable Modem Question !!

Hi all, Well it goes to show we learn something everyday and I need to learn now.
My Sister to avoid paying a rental fee for her cable modem asked me to purchase and install a new modem. (after reading a few posts maybe she should continue to rent)
I purchase a Motorola Surfboard SB4100 installed the modem and USB driver (gateway, no expansion slots only usb) I am pulling an IP address however no internet access. After a couple of hours of trying this and that booting and rebooting I called tech support and the said it needed to be provisioned.
The big question?? What is provisioning and why would it take three days?? I know it will probably be a shorter period of time but in this computer age why so long?? Just curios or ... did I miss something in my troubleshooting skills or lack there of. Thanks Dave
Quick rant…. Gateway (and I am sure a few other companies) has so many proprietary programs running in the background plus all the programs my sisters family has loaded (including bonzi buddy) has the system s so bogged that it literally takes five minutes to boot. The world would be a better place if we could keep our systems tidy.
