channels?

I am not using the 5 ghz band, so how do I make my system use it my wireless card is a Dell Wireless 1704 802.11b/g/n (2.4GHz) and my router is a belkin 400n dual band

2.4 or 5.0 Ghz aren't channels, they're bands.
You would need a wireless network card that is 5.0 Ghz....you have a 2.4 Ghz wireless NIC...so you're out of luck with that one.

I just upgraded to IE 11 and now when I open my router web page it tells me to update my browser to a newer version and that some of the features of the web page may not work. Nothing works! The page opens but non of the hot spots work, D-Link DIR 655. About 2 months ago I confirmed I had the latest firmware version.

Try a different browser....
Try updating firmware of the router, might be old router with old firmware that doesn't know how to handle new browsers.

looked it up at D Link site here's what I found
