High Network Buffer Uplink from netalyzr

We estimate your uplink as having 710 msec of buffering. This level can in some situations prove somewhat high, and you may experience degraded performance when performing interactive tasks such as web-surfing while simultaneously conducting large uploads. Real-time applications, such as games or audio chat, may also work poorly when conducting large uploads at the same time.
I am running on Windows 7 64bit.
Can anyone help me solve this problem?

Generally latency is not tweakable from the user end.
I'd start troubleshooting by doing a tracert (command prompt, type: tracert speedguide.net) and posting the results to see which hop causes the increased latency.
Sometimes modems and routers in close proximity to each other can cause issues, do you have multiple devices hooked up between the client computers and the internet ?
What type of Internet connection ?

Your traceroute seems good, not exactly sure which "uplink buffer" their tool is referring to.

this site reports all 7 oses with this uplink high buffer problem. it seems that it cant read very well autotuning function.......... may be

is there a way to fix it? and my friend is using a mac and he's getting the same results
