I'm no graphics expert,it's easy,I do it with "microsoft office picture manager",
it's very basic,I can also do it with Corel.they both have a resize and crop option.

in my humble opinion...
ifranview is the best for cropping and resizing. It's freeware and carries almost no resources when it's running.

I don't use ACDSee (it's supposed to be good tho)

I hate the office pic manager!
I use photoshop and corel. I've tried ACDSee (prolly 8 years ago) and irfanview, fine progs but I need just a lil more powerful sw than they have.

If all you want is an image resizer get the XP power toy:
