from hop 2 down your ping times are horrable.
What type of connection you have? Can you take a tcpip analyzer ,and cut paste the resaults.
Also trying leaving your modem off for about 5 mins if it's dsl try it for about 2. If you live in another country try pinging your isp's homepage instead to make sure it's not a distance promblem.

The problem is double NAT. Hop 2 shows a router address meaning your modem has a built-in router. You have to rerun the setup of the modem for bridge mode. Then rerun the set up of your router as though it is connected to a pure modem.

The comp is not yet tweaked. Try setting TCP Window to 32120 after correcting the double NAT.

what is the problem if i am double nat? I GET 98% of my rated speed from your tweak but i change my RWIN

Some applications do not work well with double NAT - example, p2p and online gaming.
You do not need to use a double NAT for a recreational computer, only one that needs high security and running secured applications. See this link:

By turning off the router function in your modem. This is done by setting up the modem in bridge mode (or turn bridge mode on).
After that, you have to set up the router again assuming it is connecting to a pure modem, so that it can form a first and only NAT and act as a DHCP server to issue out LAN IP addresses to your 2 computers.

Yes. After setting up a single NAT you will need to set static LAN IP addresses for your 2 comps and then port forward your router.
