TOS value hard set

hi, I posted a while back about my TOS value always been 0 ignoring what I set in the registry, now I have 92 set in the registry and I noticed my TOS value is now 32. Am I right in thinking my isp is hard setting it and the fact its no longer 0 might suggest they using it for traffic shaping to prioritise and deprioritise customers?
thanks

also confirmed now of a friend on the same isp, his TOS is completely untweaked and shows up as 32, he has 2 isps if he hooks up the same pc to the 2nd isp it shows as 0.

Looks like your ISP overrides individual ToS settings.
