can some one please tell me how or where to get a upload cap remover or modifier thanks

ya a good way to uncap your cable/dsl is restart your computer. Go to your start up page and go to command prompt.
next
type in 'Format C:" and hit enter then press y and hit enter again.
there your connection should be succesfuly uncapped. :D

Considering, uncapping topics are frowned upon here and the poster must have forgot to read the blurb on the main forum page in Cable/Dsl forum about over clocking!

It would be nice if we could all have an upcapped upload speed or even for some of us an uncapped download speed but the truth of the matter is it just won't happen and can't happen, make do with what ya have! :-)

Uncapping questions are not tolerated on this board. If you absolutely have to discuss it, you are required to read and understand our editorial on uncapping first.

You can try ****UPC if you can find it still, but i doubt it will work...

upload just can't be hacked and changed, sorry :(
