Can I send and receive fax using a Cable Modem ?

No. The Cable Modem itself will not transmit and receive faxes like an analog telephone modem will. However, if you sign up for a service like jfax.com or eFax.com, you can receive and transmit faxes as email (for free or a minimal fee).

That is not true. Comcast Telephone Service users can send faxes and receive them also. I use this method myself.

Comcast "Telephone Service" is a Voice over IP telephone service that uses the internet connection, however it is a completely separate service than cable internet connectivity.

You're right that telephone services from broadband ISPs can transmit/receive faxes, it's just a different type of service using the same network.

Hook a phone line cord from your fax machine directly to your cable modem. I have an adapter that with two spots for the line to the phone and then the line to the fax. I just faxed that way. It does indeed work.

Regular cable modems do not have an RJ-11 POTS connector to plug in your phone/fax machine, they have an RJ-45 network connector and/or USB on the LAN side.
