The modem is constantly communicating with your
ISP. Programs on your PC might be using the net without user interaction:
DHCP,
DCOM,
RPC traffic, checking for email, pinging/monitoring other network nodes, etc. Someone (or some program without their knowledge) might be checking ports on your end, causing some traffic as well...
